where is the restrictor at?want to remove it.

I'm new to the 90 scene. Can some one tell me what restrictors are on these and where thay are?

 

Over top of the air intake, there is a plastic cap that has a very small hole in it. Just pull the cap off and toss it. Often they aren't there, because the guys who set the bikes up or a previous owner has taken them off.
