will 400EX a-arms work on 300EX?

For what it is worth, yes and no. The a-arms will fit but you need to fashion or purchase a bracket for mounting the upper shock bolts. I saw somebody selling them on e-bay about 6 months ago.

I put the 400ex a-arms on my wifes bike and used the stock shocks. It sits a little lower, but I rode it hard once in Glamis and it still duned and jumped great. Very stable feeling with the lower and wider stance. The perfect thing to do is get some 14" shocks (stock is 13") so you don't have to redo the shock tower. You could go to works and they can get you a set, or for a cheaper alternative, check out Ebay for some banshee works shocks, they are 14", and just get some 300ex bushings for the top. The bottom bushings are the same.
As far as bump steer, whatever, it feels the same as the stock arms.
Putting the 400ex arms on is one of the best mods you can do for handling. I was nearly able to do it for free. I paid $70 for the 400ex setup and sold the 300ex setup back on Ebay for a little over $50.
