A few questins. Does it realy help it turn quicker and have lighter stering? Is the cheepest place on e-bay ($209)? Is it reliable? Is it easy to install? Can it hurt anything in the long run?

Disconnecting the front drive will in fact help your machine to turn quicker and easier. The cheapest place I have found them is on e-bay as well. I know of one individual that bought one from there. From what I have read in other rider's posts, they are quite reliable once you have it adjusted properly.
As for ease of installation, I have not had any experience with a 99 recon, but I would assume that with a small amount of mechanical aptitude, you should be fine. If not, there are plenty of people on this forum that can guide you. And if that does not help, you can always find a riding buddy that will want to help you out.
The only damage you can do to your machine by having one installed is if you were to shift it into 4WD while the back tires are spinning faster than the front. This will apply high stresses to the splines of the Warn unit, and if those splines hold, you will be applying a sudden shock load to your front differential and drivetrain. If you follow the manufacturer's directions, this will never happen.
Hope this helps.
