Honda Rubicon mileage and speed issues....

I've heard from the outset that I should expect about 75+ miles per tank of
gas for my '03 Rubicon - on average. Over this past winter I let the Ruby
sit in the garage and didn't drain the carb (I know, I know...although I did
start it up now and then, and ran it on the driveway once in Feb.) It seems
that I am now getting about 40-45 miles per tank on average. That seems
awfully low. I am sure the carb needs some major cleaning. I've put in a new
spark plug and changed the oil, cleaned the air filter (all done right with
the right stuff). Any suggestions? What mileage are you getting on your
Ruby's?
However, when I am laboring the engine, say in a mud hole, I would have it
in low, and work the throttle hard to get through (for example), then when I
am out, if I lay off the throttle, the engine usually quits, although it
starts right back up.
It's still the stock tires, I've got about 110 hours (1300 kms) on the Ruby.
In addition, I have a full plastic skid plate, front and rear bumpers and a
seat, so nothing much really.
I also used to be able to get up to about 59 mph in D1, now I'm lucky to get
up to 50 mph in D1- in very good conditions. AND it seems I can go a bit
faster if I am in ESP mode!
Don't know if it's a factor, but I am almost 6'5" and 240 lbs. Although
someone being smaller, shouldn't have that much of an impact on top speed
numbers to make a noticeable difference I would think....I am beginning to
notice Ruby's are a delicate breed...although they can be used and
abused...it seems they are tad touchy....
Any thoughts?
