Rancher engine saga continues… please help!

I have a 2003 Honda Rancher with 500 to 600 miles and bought it brand new little over a year ago. The engine has been rebuilt 2 times in the last 3 months (new pistons, o-rings, headers, etc.). It is now in the shop for the 3rd time.
The dealer says “The pull start won’t work and most likely it’s because of mud and dirt inside. If that is the case there is a one way value/seal inside that doesn’t let oil out of the engine but water, mud and dirt into the engine and that is why the engine is having problems”.
They are going to take the engine case apart and clean the bottom of the engine this time as well and replace the top half (new pistons, o-rings, headers, etc.) again.
Is this right????

I found this to help in the future: http://www.highlifter.com/store/leakshield.html Looks like honda's pull starter can be a problem even when going through modest water crossings.
