Got a 96 trx300 4x4. starting acting up, engine not reving much over a high idle, no power if it revs higher. I took off the carb and put a kit in it, jets, seats, etc. Cleaned it quite well. Put the carb back on and it seems to run a little (some throttle response) better but still no power. I pulled the intake so I could see into the throat of the carb. The vaccum operated main jet needle doesn't move when the throttle is opened up. Shouldn't this move up as the throttle is opened? I restricted the airflow with my fingers and it still wouldn't move. If I move it manually when revving it'll really rev.

Any ideas?
