250R Stumped

I have tried new spark plugs, ng. I said in previous posts that it looked like oil was on the plug which i would think confirms low compression. I watched him test the compression and it was at about 30-40psi.

Find the closest ATV shop that works on 2 strokes. If you have to ship it do it. Here is what I would do if I was in your shoes...
Pull engine off bike.
Send it to a reputable shop to build it.
If you can find a shop that isn't to far away, make the drive!
If not you can always sell the bike to me... Just send pictures!

Definately sounds like a carburation problem. Save yourself anymore aggrivation and have a professional properly service the original carb. Most likely float level it too high, could have been knocked out of spec. by a bad spill?? This is very difficult to check without the right tools.

wow. LOL
well, i'd say you cna do it your self, but you definately need to buy a new crank. If you go ahead and rebuild the old crank your just askin for trouble. a nice new OEM honda crank preferably 88 style would be the best way to go. also, you need a fresh piston, and a broe and hone. make sure before the cylinder is bored and honed that you order the NEXT over bore sized piston before it s bored.most machine shops that bore and hone KNOW to not bore the cylinder without measuring the piston.
if your new at this you will have your hands full, but the R motor is a great motor to work on once you get to know it.

Not necesarily great advice.

Take the spark plug out, place your finger over the hole and have a friend kick it over hard and fast.
If you cannot keep a seal in the hole with your finger, then the compression should be sufficient.
There is NO WAY a 250R will run on 30-40 lbs of compression!
Check it with your own compression tester, or that of a friends.
If compression is above 160PSI, chances are its your jetting!
Check the pilot and air screw settings.
