There shouldn't be any fuel flowing from the over flow just with the machine at idle. The needle has a spring loaded nipple at the float-tab end that dampens vibration and keeps the needle against the seat. The floats can move quite a bit without letting fuel into the bowl.

Take the carb off of the bike and remove the bowl. Then hold the carb upside down and make sure the float heighth is correct. You need a manual for that measurement if someone here doesnt know it. Once that is correct, turn the carb right side up and place it over a catch can and reconnect the fuel line and open the petcock with the floats hanging down fuel should flow SLOWLY raise the float and see if the fuel flow stops at the point the float reaches the float heighth measurement from the manual. If that is good, remove the float and make sure it isnt full of fuel or anything other than extremely light. Your problem is in the Float and/or fuel needle valve and seat!
