Rincon 650 modification

i need to know if the big gun exhaus with dyno jet kit and k&n filter is good to increase horsepower and speed.(with 650 rincon 2004)

Anyone know how to by pass the speed limiter because when i go to 99km/h my engine cut my revolution?
