Hows the compression? Does it shoot the blues on start up? Have you tried a hotter plug?

Never seen an engine that would foul a plug when simply trying to start it. What makes you think it's fouling plugs? I can see an engine with a flooded carburator making it appear it's fouling plugs.

the plug is dry when we pull it out so we held it on the cylinder jug and it would not spark

Are you sure it's getting spark with a new plug? I don't see how a dry plug wouldn't fire.

Possibly a bad spark plug wire or plug wire cap would be a possibility.
