is there anything i can put in a metal tank to get the rust to stop and seal it back up

I've used a solution of muriatic acid and water in the past with good results.

Any hardware or pool store. Be careful though, it's powerful stuff! Do it outdoors, and mix it with water FIRST. I mixed it 50/50 when I did mine. Remove the petcock too, it will eat right through the rubber and soft metal.

No problem, let me know how it works out. As far as sealing it back up, you can use Kreme which is a messy 3 step process, but I have heard alot about Por 15 which is more like paint I think.
