Default problem shifting Help

I need some help troubleshooting a couple of problems im having with a 1982 honda 110 atc 3 - wheeler today. I got it for my kids to put around on very cheap so i expected it to have some problems but id like to look into the problems so here they are:

1. When riding at higher speeds .. when you punch the gas fast it bogs down and dosent respond well but if you accelerate smoothly it will do fine.

2. THis just happens some of the time but it seems to be getting more frequent...its a semi-auto n>1>2>3 you can run through all the gears just fine down but coming back up ( from 3rd to 2nd to 1st .. etc it just wont shift backwards...however.. if i stop it and shut it off.. i can run it right back up with the engine off?

For the first problem clean the carb and filter real good and check the intake and exhasut sytem for any leaks. I small crack in a rubber boot or something can cause this issue. When you get on it hard it could open that up and let unwanted air in.
