Illinois doesn't recognize an ATV as a street legal vehicle. No you can't get one licensed for street use. Some small townships allow ATV use on roads but it isn't "legal". Farmers in rural areas riding on roads rarely get hassled. Looks like you're out of luck.

If all you do is ride country roads, in most cases the cops will generally leave you alone. There are exceptions. If you're tearing stuff up or riding recklessly (i.e. slinging gravel off the road, doing donuts, jumping ditches, etc...) the cops will bust you. Just ride like you have some sense. If you get stopped, try telling them you're looking for a lost dog, or stray calf or something. Works well if you live in the area. Some cops are the Barney Fife type that have to follow the law to the letter. They will hassle you regardless. Best defense?...do not try to run...mind your P's and Q's...Yes, Sir...No, Sir...Sorry, Sir.
