250 es 3 wheeler not staring

my buddy has an 85 honda 250 es and it wont start it has spark and fule but still wont start what next to try

if your sure it has spark and fuel then the only other they could be the timing. Not familiar with this engine tho can you get a repair Manuel?

we got one but im thinking that the carb is not letting enough gas through or to much. like the float is stuck or something. i told him to try cleaning it and see if that helps.
