Default 250x Timing Help

I bought the quad for 100 bucks, got it running, but the timing is off and it's unlike any other Honda I've timed. I was told the cam gear has a line at noon, 3 and 9 o'clock. Not so. There is a line at noon, and "out" written at 3 and 9. The flywheel has =, then F, then T. Can anyone tell me where the cam gear should be when the flywheel is set to the "T" position? Also, should the cam lobes both be pointing down like on an XR? I'm afraid the previous owner may have put the cam gear on wrong and I want it to be perfect. Here is a very primitive drawing of what I have, but it does the trick.
