For the same reason that most other manufacturers do not make one-a 4x4 sport is an oxymoron-like pretty ugly. What you end up with is a bike that suits neither purpose as well as a bike built for one of the 2 criteria. I know a few guys who have or have had a wolverine or a scrambler and they can not enjoy the handling and responsiveness of other sport machines such as a 300ex or warrior, yet they can not enjoy the benefits of a true utility based machine (mud protection, shaft drive, cargo space) that a Rancher or Sportsman offers. In summary the two just don't go well together and although I am a fan of the concept, I have not been impressed enough with either the wolverine or the scrambler to think that Honda, or Artic Cat, Kawi, etc. is making a huge mistake by not entering this niche of the market.
