Im assuming you are referring to metal parts and not the plastic? Forget it if its plastic.
For racks, handlebars, footpegs, etc..... The PJ1 frame paint is pretty good stuff and runs about 8 bucks a can. Get a can of the PJ1 clear coat to give it a tougher finish.
If the exact color of black is what you seek, try color-rite.com It's more expensive than the PJ1 Universal Black, but it's good stuff. This paint is not an epoxy paint and will require several coats to get the durability of the PJ1.

Krylon Fusion plastic paint is excellent .......
I've used it several times myself, it does not flake if you do it right...... for best results slightly scuff the area (and I mean slight, use high grade paper) and apply many light coats and it will be great....
The only problem might be getting an exact match for your color plastic...
