i have 98 foreman es that blows fuse . but when i unplug the ecu it does not blow the fuse. and the n and r lights are on at the same time but if i unplug the ecu it seems to be back to n being on and there is no spark could it be the ecm

its the ignition fuse that blows but only if the ecm is pluged in and it dosent matter which plug you unplug and the fuse will not blow . when i unplug the 22pin the dis play seem to be right.when its plug in its n and r are lights are on at the same time . ecm ?
