bought a 03 rancher and the guy said he put new brakes on the back and now if i apply the brake hard they want to stick. what could be the problem?

 

Check to see if the shoes were installled backwards. On drum brakes, there is a leading shoe and a trailing shoe, sounds like they are switched around.
Or it could be the drum is oversize, so have the drum measured to be sure its still in tolerance.
