Default Carb help

I am removing my Kuehn carb from a 2001 rancher to take it apart to clean and have ran into a problem. What is the cable/line on top right next to the fuel line? It has a formed plastic elbow boot that screws into the top and it runs into this. It has a small band clamp that I slid back but it doesn't seem to want to come apart. Don't want to put to much froce on it till i know whats under the plastic.

It is. I traced it back up today. Still don't know how it disconnects from under that plastic boot/nut cover.

Figured it out. The plastic nut actually swivels so you can unscrew it. It was a little froze up.
