Default 400ex Carb problem

So, I have this problem with the carburator on my 400ex, I think. There is a tube that comes off of the bottom of the carb which I think is an overflow of some kind, but when I get it to run, fuel starts pouring out of it. The engine also got flooded really bad. Fuel was coming out the exhaust when I tried to crank it.

My brother says that the float might be sticking, but what do yall think?

Could be a stuck float, could also be the float valve or the valve seat.

Mine did that once, so I went out and landed a few huge jumps and it rattled it enough to fix the problem...which was most likely just a little grit under the needle.
