200s carburator reset...

Hello, I just got a hand-me-down 200s from a buddy of mine, it still runs pretty good, but he tried to set the carburator himself and it is flooding the spark plug.
I myself have no idea how to reset the carburator, and was wondering if anyone on here knew, and could write up a quick little guide on how to do so.
Any help would be much appreciated.

I thought that the flooding of the spark plug means that the carb is not set right, but someone told me it could just be the little screw on the side of it with the spring is too loose, which is causing me to have too rich of a mixture.
the symptomes of a sooty sparkplug with gasoline all over it, hits it right on the head.
is this right?
