2003 rincon is stalling out why??

What exactly is it doing? Does it just not reach normal speed, or does power drop in and out like it's running out of fuel?
If it is the latter, I'd check that the fuel tank vent (cap and hose) is letting air in the tank to replace the volume of fuel as it is consumed. Easiest way to check would be to crack open the fuel cap when it is acting up (on a smooth surface so you don't splash yourself).
If it isn't that, then I'd guess the fuel screen hasn't been cleaned. Remove the tank, preferably when it isn't full, and there are two bolts on either side of the petcock. When you pull the petcock out, you will see a fine screen that you can spray clean with a can of carb cleaner and compressed air.
On the other hand, if it is reving high and acting like the rev limiter is hitting, then I'd suspect you may actually have a transmission issue. The Rincon is known for bulletproof reliability, but in the first year they could blow a large O ring seal inside. The result would be insufficient pressure to operate the transmission and they would exibit slipping, which usually shows up first in the high gear at high throttle.
From what you describe, though, I'd bet at high speed/high load the engine is pulling fuel out of the float bowl faster than it is running in- which leads me to the bad vent or clogged screen...
