Default carb question?

I just picked up 98 trx 300 4x4 and was going through it to make sure everything was in order. When I was adjusting the idle I notice on the left side (driver side) of the bowl there is a ****/screw that looks similar to the idle screw. What is this?

not 100% but sounds like the air intake adjustment for the carb.

well today I had a little more time to look things over and took a closer look at the **** if you will. It does'nt screw in or out, it just looks like a push pull **** with a retainer clip holding it on. It sits almost at the bottom of the bowl on the side. I'm wondering if it's not a drain for the bowl. I'm a popo guy myself and have never worked on hondas but I came across this for $1000 in good condition. I picked it up for my baby brother whos finally home for good from Iraq. I've got it running like a dream so I don't think the **** has anything to do with idle or a/f mixture. I tried pulling it but it did'nt want to move. I'm going to leave it alone since the quad is running nearly perfect.

you are looking at the cold-start primer........ in cold weather just give it 3 or 4 pushes so as to ease starting
