No rejetting a carb isn't hard, the key it being careful and keeping things clean.
Just remember though
Less Air + Less Fuel = Less Power
The major problem with the Ram type intake is that it requires moving through the air. Say you are stuck in a big mud hole, you think you can force enough air through the Ram to keep your motor from bogging down at 3000 RPM like it does now? A Ram Air system is good for things that are already moving through the air pretty fast, they do almost nothing at slow speed.

So are you saying that he is getting too much air?
They way he described the problem it sounds like too little air to me but I have wrong before, just ask my wife .
If what you are saying is true then all he would have to do is put a type of restrictor on the opening to limit the air intake right? Like maybe a cap for a 2 inch tube or hose or whatever he is using and then drill a small hole in the center in the cap. Or he could slip on a 2 to 1 inch reducer. The air will only flow as fast as the smallest opening will allow.
