Forgot to mention you its good to tip the ATV on is back end to get the water out of the pipe. When we started them up the water just blew out the muffler because we forgot that step.

Is it getting spark, and/or is fuel getting to the carb?

Cleaning the carb, and the fuel tank and the screen inside might be a good idea.
