Generally those kinds of problems are caused by the carb not getting enough fuel (fuel running into the carb doesn't keep up with what is being burned).
Starting with the simple things first, make sure the fuel line isn't kinked or pinched. Also check the tank vent to make sure it isn't plugged, because if air can't get into the tank to replace the volume of fuel as it is burned it can cause the same symptoms.
There is also a fine screen that may need to be cleaned. Usually you (drain the tank) and pull a couple of screws where the petcock attaches to the tank to withdraw the screen for cleaning.
Lastly, the float or needle valve in the carb could be sticking, or gunked up.
