07 foreman- fan does not go off

My 07 Foreman takes a while for the fan to come on but when it does, I have to turn the key off and then on to stop it. It has 300 miles and 39 hrs on the clock. It was doing this right after I bought it and they repaired it under warrenty. What do ya'll think is wrong?

What did the shop repair?
After riding my 07 Rubicon around at slow speeds, the coolant fan will come on and will eventually turn off if I let continue to idle. Mine does the same thing if stop the engine and restart it.
For what it's worth, my wife's 04 Yamaha Bruin 4wd will do this as well. The fan will continue to run after coming to a stop and will not restart if you kill and restart the engine. It will shut off after a ride at speed to get air moving over the oil cooler.
