Default fuel relay voltage drop

1987 Honda trx350d, I have 12.08 volts in from the battery with 5.88 volts out to pump when I turn switch on. Fuel will pump briefly then stop. If I connect fuel pump directly to battery power (12v) it works well. Is there supposed to be a voltage drop through the relay?

No , try changing the relay , contacts inside the relay are probably worn .
