Default 2000 Honda recon

Hello everyone, I have a 2000 Honda recon 250 and im currently having some issues i cant figure out. when i got this atv about a month ago it was having carburetor issues appeared to have a knock off Chinese carb on it. i replaced the old carb with a new OEM carb. i cant get the atv to idle down at all. when i was looking at the cheap carbs online i noticed everyone complaining about the oem throtle cable not working with the Chinese carbs. so here is my thought and maybe someone can help me out. will a throtle cable cause it to idle really high? i notied when i was messing with it it would either idle down or up when fooling with the throtle cable. im thinking the throtle cable was replaced when the previous owners put the cheap carb on it and maybe its not the right one for the oem carb? Please someone point me in the right direction. also no matter which way i turn the idle screw it doesnt change the idle at all it stays idling high. look forward to making new friends and enjoying this group

First off, which idle screw are you referring to? The stop for the throttle slide or the idle mixture screw? There are usually cable adjusters as well, on the bigger bikes, both ends of the outer cable have adjusters, which screw into the handlebar control box and the carb. At idle, the handlebar lever should move at least 1/8" before anything happens.

i tried adjusting the cable at the handle bars. the part that goes into the carb doesn't adjust and i believe it is broke because you can move it and it will rev up. the idle screw on the carb doesn't seem to make a difference at all.and also when i turn my handle bars to the right it revs up

This means the cable is too short. It could be a wrong cable, or not adjusted properly, or not fitted right. If I remember correctly, the nipple at the lower end is fitted through the bottom of the slide, and pulled back to the top, I have known it to stick part way up. That 90 degree tube has to fit into the carb top, and has a rubber grommet to keep it there, if I remember rightly. The outer cable has to fit into the tube properly. Have you fitted that tube the right way round?
