2007 Recon 250ES/ will not roll in neutral

I cannot get my ATV to roll in Neutral. Feels like the brakes are locked. Front wheels move fine. Replaced rear diff fluid and engine oil. Help

"Feels like the brakes are locked" Then they probably are. Does the pivot lever sticking out of the backplate move. Also brake linings can come off the shoes, and that may lock everything up.
