I have a 450ES 99' that I would like to clean and re-oil the air filter but I am not sure how to go about it, also are there any websites with maintenance info on the Honda Foremans?

As far as cleaning go there are 2 options that I can think of. Use air filter cleaner or warm water with dish soap. I use dish soap. As far as oiling us an oil specifically made for foam air filters (unless of course you have a K&N then use their oil). Spray it on evenly and wring out any excess. I think there may be foam filter oils that you just dunk the whole foam part in then wring it out but not sure about that as I have always used the spray on type.

I hope this helps.

I have a K&N that has always been oiled with another brand of spray-on filter oil. Since most if not all filter oil washes out with soap and water, I don't see how one type could be more or less damaging to filter materials than another.
