my friends xr200 cuts out when you give it a sudden burst of throttle. it makes it kind of hard to pop wheelies without dropping the clutch. i have heard that it is a safety feature and has something to do with the carb. what can he do to make the problem go away? thank you for your time

Some safety feature! I'm sure albert gore would be proud. If it's not built in- then you need to clean the carb then check- the accelerator pump if it has one(while looking through the carb a squirt of gas should go in when snapping the throttle), if it's a variable venturi type ( CV ) make sure the 'gate valve' isn't sticking (essentially causing a mixture problem stuck open would be too lean, stuck closed would be too rich). Is the spark plug 'ok'?

the bike is brand new. my friend's dad bought it for him 2 weeks ago. it is broken in by now. i have heard that bayou 220's have a similar problem with the motor cutting out when the throttle is punched.

It is lean! AND, on your Honda, you will need a different needle before it can be properly jetted. You may also need to cut the slide up in the rear to give more signal to the main jet.
