When you go up the hill, if the engine revs higher, but doesn't pull, it's the clutch.
If the engine simply acts if it's not getting any fuel, it's the engine.
The clutch is adjustable on that model. There is an adjustment screw on the engine side cover. Loosen the nut and then turn the center screw OUT till you feel resistance. Then turn it IN a 1/4 turn. Then hold the screw from turning while you tighten the nut back.
Ride it then and see how it does. A clutch adjustment can't hurt anything whether thats your problem or not.
