you could try calling your local dmv or police station. one of those should know.

Don't forget a horn. Metal gas tank??? What for, there are plenty or motorcycles out there that are street legal with plastic tanks?

If you check the website http://www.wildlife.state.nh.us/OHRV/2003_OHRV_laws.pdf it says you need speedometer, blinkers, high low beam, and knobby tires are ok.
