But larger tires add weight. Increasing tire size raises the final gear ratio (lower numerically) and SHOULD give the bike a little longer leg so to speak. But the main limitation in speed is and will be the CDI. Proper tuning and a few basic mods will give you a little more top end. Some mods give better bottom end, but will/can detract from the top end. The black spring is 1 of these. Generally makes the bike livelier on the bottom end, but some report losing a little on the top. I did a couple minor mods at the same time as the spring, picked up a butt load of midrange fun, and still picked up 1mph on the top. A couple more mods should net a couple more on the top, but the midrange power is a lot more fun to play with. If the top end modules or CDI is ever released, you should be able to pick up another 5-10 mph (guessing). Do a search, you'll get lots of info.
