Elka shock covers

Elka shock covers
Hi all,
I got some Elka brand shock covers to go with my new Elkas and they barely fit around the shock. I can barely get one edge of the velcro to mate with the other. Is this normal. I still have a large amount of the "fuzzy" side of the velcro exposed.
