Default Bolt hole repair?

I noticed that where the plastic fenders overlap on my 650, the bolt has torn through the plastic. This allows the two parts to become loose and spread apart. What is the the easiest way to repair this? What about glueing a plastic washer to the inside of the fender and reinserting the bolt? Any suggestions? Thanks all...
