Front Brake question

Hey guys, I got a Bayou 220 and I think I need to overhaul the front brake system. It needs new pads for sure, but when I pull the front brake lever, the lever just stays in the squeezed position and the brakes kind of don't let go until I start rolling again. Its a 97 model and is well worn and I've been told that mud and water and stuff gets in those drum brakes and ever so often ya just have to take'em apart and do some cleaning. So I plan on replacing the pads and the springs (hopefully new springs will pull the pads back to the neutral position so they will work porperly). I'll clean out the drum real good. What else should I do to make it like work like new (I'm not much of a mechanic, but have semi-successfully replaced pad before)?
Also, what is the trick to getting to drum off when you've taken all the parts off and it should just pull off but it doesn't? I tried to take a look the other day and on one side, the drum felt like the pads were catching and it wouldn't come off, so I moved the lever on the inside of the hub to the neutral position to try and get the pads to rest against the hub to free up the ub and nothing I did would work.
