I added 26 mudrunners and progressive front spring kit to my 650. Its handle and rides alot better. I flip my 650 first riding it 2 yrs ago .No problem not except there is nowhere safe (cops) to ridei in NJ .Just sold my wifes 700 V force

If you let a group test ride two P700's, one with Progressives and one with Elkas, I expect the majority will prefer the Elka's.
The progressives are a single spring while the Elka's are a dual spring (hence dual rate). If price is an issue then get the progressives. However, the Elka's are worth the extra money.
You won't be able to install them yourself; without a spring compressor. With two more friends you can do it without the spring compressor though. Two of us did mine. But, we made a goofy spring compressor out of a 2x8. You'll need a stubby screwdriver and a strong skinny hand to get the two top screws out of the front plastic. You have to lift the plastic up to get at the strut top. But, you don't have to remove it 100%. If you have a large crows foot you might be able to do it without touching the plastic though. Expect to have to move it.
The bias ply Bighorns are lighter than the radials. I like my radials, but, others prefer the old bias ply ones. I think you'll be happier with either one over the stockers.

I sent an e-mail to Elka, but haven't heard back yet. How much did they charge for your springs?
Radials heavier than Bias Plys? That's unusual. I'm guessing the radial has a nicer ride, though.

I got my set for $199 plus shipping (around $12). They must be selling well if they upped it.
Someone said they sell them at different dealers in Canada, but, I haven't heard of them anywhere in the US. I wasn't sure what was all involved in how they spec the springs to your weight and riding style. So, I ordered them direct to make sure it wasn't an issue.
Last I heard the Progressives were going for $115 plus shipping (on Ebay).
