Any metal shop that has a lathe, should be able to do it, You want to mill it on the very bottom so the sheeves can close more and make the belt ride higher. also they can take the angle up to do away with your grooves.
Look at the inside top, of you primary clutch, you'll see there is 1/2 - 3/4 inch of clutch not being use, you can see the marks.
Just an overdrive clutch plate from dalton should give you some of that, if you don't already have it. It let your clutch close more.
PM Alltoys, he just milled one for Wildwill, He might tell you how much to have milled and how much speed gain he got. Maybe he'll do it for you.

Alltoys milled my clutches last September. Much faster!. I now have the "groove" due to my HPD Plain but if it is sanded regularly I would not worry about it too much as I rarely stay "just ingaged".
