Not float valves. This is a common problem with the P650/700. Pressure in the tank pushes large amounts of gas past the choke pluger, I think.
Don't go messing with the carbs, there is nothing that you can fix. All the seals, seats and things are fine. It is a minor design flaw.
Fix it using one or more of the methods I told you, or maybe see if that aftermarket valve will work like that one guy said.
People have been experiencing this since the Prairie came out in 2001 (2002 model). Nothing is wrong with the float needles.
