Will just the filter element give better performance? If so does it need to be rejetted, and how much is rejetting if I pay a shop to do it?

Any time your bike can get more air it's going to perform better. They usually come quite rich from the factory so you might not have to re-jet. I didn't have to with my two machines.

If your running a YFZ450 there's an adjustable screw that will help regulate rich/lean mixture. that will help not to re-jet as many times as might be needed without it.
