Default Prairie Fouling Plugs

My 04 P700 with very few hours on it has been fouling plugs and running like crap. It starts up fine and will run for a short time until it starts to bog, sputter and eventually die. Its not possible to get it restarted, but wait 10-20 minutes and it will start right back up again.

Its cold here in MI, and we've been using the choke a lot. The choke lever works fine, but I think that the cable is broken, stuck, or something else. Anyone else have a similar problem or experience?

BTW, that back plug is a major PITA to get at.
