I just finished putting my 2002 p650 together to fix a stripped spark plug and when I turn the key on there is no display and the nuetral and reverse lights blink. it starts great but wont rev very high and it cuts out like its hitting the rev limiter. hey I am having the same type problem with my 01 650 , no lights or display and I never had it apart it sits till friends want to ride with me. I am looking for an answer and will post to you what I find, Ill start with dirty connectors, then look for blown fuses, then look for a pinched or broken wires . thats all i got for now later

 

Try reversing the belt sensor and then turn on the key for 10 sec. then correct the connector
and turn on the quad this might help for the low rev and flashing lights . havent worked on my 650 yet , mabye after new years

 

Check your belt switch .I had it happen twice to my 02 p650 .when the belt hits the toggle switch inside the belt cover it puts the quad into limp mode, I simply found the wires to the switch and put a jumper in and no more prob. This happened when my quad was new , I was looping a big sand hill and coming down I had hit the throttle and brake at the same time and made my belt loop to hit the toggle switch, I had to limp all the way home.
