If the wire is not pinched by the black rubber damper of the seat, check following:
1). Damaged Blue wire to the tail lights shorting to the frame?
2). Wire pinched between tool tray and frame at the rear of the quad?
3). Wire cut through by the metal clamp and shorting just below the handlebar?

Update,
both blue pig tail wires that run to the tail lights are both "unconnected"--hanging free and should not be the issue.
My buddy and I traced every wire and believe that the starter solenoid must have gone bad. Fuse continues to blow/etc.
Lights work and battery has power. also used a screw driver to "jump" the solenoid and it turned over the engine.
Any other thoughts?? Eucker

Well, the whole thing makes a little sense now. You wrote:

The White wire is NOT the ground (-) wire. Kawi usally uses White wire as a switched positive (+) wire. I don't know why you said it is the ground wire. Maybe you measured the continuity (ohms) between the White wire and the frame/ground or ??? In any case, you need to find out why there is a continuity and where the contact is being made. FYI, the BK/W between the solenoid and the battery is the ground wire.
