Electrical problem is mainly due to either component or wiring/connection failure.
As for the major components on your KX, there are CDI, Magneto (or stator you may call it) and Ignition Coil. Testing them could be cumbersome. So, let's check out the wiring first.
> Check all 4 wires coming out of magneto are going into CDI via 2 connectors. The 5th wire coming out of the CDI is black and it should go to ignition coil.
> Either the ignition coil has another black wire coming out or the coil body must be grounded to the frame.
> Also, that same black ground wire of the ignition coil should tee-off and should be connected to the STOP button.
> The STOP button is a NO type (normally open). When you push in, it connects the Black wire from the ignition coil to the Blk/Wht wire (connecting to magneto and CDI). Basically, pushing in the STOP button grounds (closed circuit) the ignition coil producing no spark condition. So make sure that Black wire and Blk/Wht wire do not have continuity when trying to start the engine (when STOP button is not pressed in).
> If you have a little brother, have him measure the DC voltage at the black wire coming out from the CDI (to ignition coil) without disconnecting any connector as you are kick starting. If you get some voltage as you crank, then you can assume stator and CDI are somewhat doing their job. If OK, check the downstream from there - ignition coil to the spark plug wire.

There should be 2 screws for each magnet and 4 magnets inside the flywheel, totaling 8 screws. You are saying that some screws are gone now? Is anything permanently damged other than some missing screws?
By the way if your little brother can ride the KX250, he ain't too little in my respect. Last time I rode the 250, I was barely able to walk the next day!

No he took the the screws out of the magnets and before he took them out you could turn the flywheel by hand (with the spark plug removed of course) now it wont turn at all like it binding up I havent removed the flywheel yet but the basis of my question was if the magnets are off the flywheel and stuck or whatever can i just put them back on or am i screwed?Because I thought they were balanced?Oh and my "little brother" is 17 and 5' 11" 175

Yes, you can put back the magnets and things should be back to normal as long as you put them in the right direction (north/south pole). Magnets are not balanced with the flywheel. They can go into any of the 4 positions as long as their direction is correct. The flywheel itself is weight-balanced. The clearance between the flywheel and stator is excremely tight. If something got caught or installed wrong and someone tried to kick start, something could have gotten broken and jamming up the flywheel. You should remove the flywheel and check for any damage. If nothing found, just reinstall CAREFULLY and try again. But as I said magnets can be removed and reinstalled without any problem as long as they are put in the right direction.
