Replaced new starter but when turning it spins ok but the limiter gear keeps diengaging causing the starter to just whine and then the limiter gear will kick in and turn flywheel one time and then the whining of the starter starts again for about ten seconds and then the limiter gear will catch and turn flywheel one more time, The limiter gear will turn in either direction by hand.
