older 250 Mojave starting problem

I just got an '89 Mojave 250, and my buddy is a total guru (graduated
top of class at NIT for Honda/Suzuki the other year) and he tore apart
the carb, everything cleaned. We rebuilt it with a new diaphram, it
has spark, but still will not start. It backfired at times, new NGK
was put in. Anyone know what the proper screw settings are on the
carb? The guy who owned it before might have tried to override the bad
diaphram by opening up different settings. The diaphram didn't only have a pin hole, but a tear. Can't believe the thing even ran. It only started by pushing
it, and my leg is going to cramp up w/ any more kicking! Please
advise, tx

generally 2 turns out from bottom will get you in the ball park. also make sure you have a good stream of fuel coming out of the petcock. if it has been sitting and then you jostled it around during working on it a piece of trash could have made its way down in there and clogged something.
