I believe you are referring to the driven clutch (closest to rear wheel)
My service manual doesn't state a particular pressure in pounds, but here is what it says:
On the moveable sheave, the spring end goes into hole B.
On the ramp, as you install on the fixed sheave shaft, insert the spring end into hole #2.
Fit the flat portions of the ramp and shaft splines (whatever that means)
Push down the ramp halfway, turn the moveable sheave clockwise 120 degrees and hold it.
Push down the ramp until it is bottomed, and install the spacer and circlip.
Put back the moveable sheave slowly.
Does your primary clutch have any wear? The faces of my sheaves were wavy/grooved after 3,000 miles, and the weights and everything were showing wear so I replaced the whole assy with a Comet.
